The surveillance capital of Iowa?
That is a question, not a finding. This page puts every measure Altoona’s own records support in one place, and says which measures cannot answer it. It describes the record; it does not claim the cameras do or do not make anyone safer.

Why the masthead asks the question
The police department’s own annual report describes the program this page tests. It is the City’s account, not independent verification.

The measures
What each record can and cannot say
Each row is one figure from a published feed, with its own date. Community-mapped cameras come first; the vendor rows are what each vendor’s own portal publishes. Flock and Axon figures are never added together, and community-mapped counts are never added to vendor counts.

Why the tagline stays a question
- No record on this site ranks Iowa cities by cameras, so “capital” has nothing to be measured against statewide.
- Beyond the residents’ community-mapped count, the counts that exist are each vendor’s own portal figures. Axon publishes no camera count, so the vendor camera rows cover one vendor.
- Counts are not adjusted for city size. Comparing cities one by one needs each city’s population and its full camera inventory; this site holds a pooled neighbor rate (above) but no per-city rate, and no inventory beyond each portal’s own count.
- Detections are events, not people: one vehicle passing several cameras, or the same camera on several days, is counted each time.
What would settle it: a statewide camera inventory published by the vendors or a state agency, with per-city populations beside it. If one is published, this page will use it. Until then the masthead keeps the question mark. Corrections to this page: contact.
